The employees should come before management. Now, this succession does not mean that it is a blind process and that it is carved in stone. It sometimes has to be fluid, but management should never put itself in front of employees.
Leading by example and inspiring others with dedication, empathy and good humor is what members of an organization will notice. Going the extra mile like letting that last customer in even though it's a minute past closing or rolling up your sleeves and actually manually helping someone are, only a few examples that will garnish attention. It may seem incongruous for some, but isn't that the point:
To get management to change in order to develop employee loyalty? It's a kind of boss's loyalty program. Bosses who care for those people around them and are contagious enough to touch others have true skills. Leadership is more than efficient management.
It's instilling core competencies throughout an organization. Loyalty should not be an objective but the byproduct of a mind-set.
